When the shaking stops and the blinding ray is gone, all four penguins feel lost. Popi thinks they lost Rosie. But Tilly notices that the green dust is still spinning and slowly it takes the shape of a penguin until Rosie emerges from the dust. The three penguin siblings are three again.
