Cobra’s Main Spy - Zartan

One of the initial priorities of the Global Initiative Joint Operations Element (G.I.J.O.E.) was to address Cobra’s intelligence and spy network. In the year prior, Cobra was able to thwart the American military’s best efforts to weaken Cobra’s grip on the World at large. The Chairman of the Joint Chiefs of Staff realized that the only option that America had in dealing with Cobra other than capitulation was to create a special mission force to attack Cobra with a singular focus. Scarlett, the primary Intelligence Officer for the Joe team worked with the FBI and interviewed a dubious intelligence underworld contact who revealed that Cobra is using a family of spies who are experts in disguise and infiltration. The intel source mentioned that the head of the family is a man named Zartan. The family tends to move around the World and it is nearly impossible to know where they will turn up next.
